Elisabeth Ambrozaitis
Elisabeth Ambrozaitis has over 20 years of extensive labor and employment experience representing management in the private sector and federal government. She also has significant experience in collective bargaining (including first-time contracts), advising on the creation and application of labor and employment policies, as well as developing and conducting management training on a wide range of labor and employment topics. Elisabeth focuses on creative and effective solutions to meet varied client needs while maintaining positive employee relations. She places significant emphasis on learning the client business and understanding management and operational challenges.
Prior to joining Littler, Elisabeth served initially as a labor relations specialist, and then lead labor and employment attorney with the Transportation Security Administration (TSA) for over 15 years. She had the unique opportunity to advise a large federal agency at the inception of its labor program. Elisabeth built upon her strong labor and employment foundation by advising on the creation of the labor program, the election of an exclusive representative for a bargaining unit of approximately 45,000 employees at approximately 450 airports nationwide, multiple collective bargaining efforts, contract administration issues, and the development of new compensation and career progression frameworks. Her practice included a wide range of labor and employment issues in a dynamic environment. Elisabeth regularly advised on TSA's legal authorities to best meet TSA's critical security mission, client needs, and administration priorities. She provided legal and strategic advice on internal and external stakeholder requests the collective bargaining agreement, grievances and related responses, requests for information, Weingarten rights, formal discussions, and impact and implementation bargaining, in addition to employment matters. Further, Elisabeth served as a subject matter expert and assisted agency litigators in several national level arbitrations, as well as single neutral arbitrations.
Prior to her work with the TSA, Elisabeth was an associate at national law firms where she represented management in collective bargaining negotiations, contract administration issues, and unfair labor practice charges. She also counseled clients on a variety of labor and employment issues, and conducted management training.
Elisabeth received numerous Department of Homeland Security (DHS) and TSA Chief Counsel awards, including a 2023 DHS Secretary's Award for Team Excellence for work on TSA's compensation framework and workforce enhancements, a 2023 TSA Team Mission Focus Award, and a 2013 DHS Office of the General Counsel Team Excellence Award for supporting management's interests in collective bargaining and dispute resolution policies and processes.
