"The immigration issue will come back to the forefront again. The Democrats have been trying to come up with some kind of guest worker program, and the president has found somewhat more common ground with the Democrats than with own party, which is very badly divided. To the extent Bush wants to do something in a bipartisan way, this would be the issue where he probably has a better opening; he will find the Democrats more closely aligned to his position."
