On A‌ugust 25, the Federal Acquisition Regulatory (FAR) Council published the final rule implementing the Fair Pay and Safe Workplaces Executive Order. The Department of Labor simultaneously published a guidance document to assist agencies in implementing the so-called “blacklisting” rule. This rule will have far-reaching consequences and have an enormous impact on the federal contractor community.
