Getting this work could be a welcome source of new revenue, and sales people are probably encouraging the company to pursue it. Human Resources and Legal, however, can demonstrate their value by infusing this executive decision with an informed measure of balance. There are employment law compliance costs that ought to factor into any such decision, but many HR professionals and in-house lawyers who have not previously worked for government contractors may not know where to begin that assessment.
