Moreover, expatriate employees working for ministries and various government institutions must obtain a clearance certificate before an exit permit to leave Kuwait will be granted. Unpaid water and electricity bills by residential users (both Kuwaitis and non-Kuwaitis) amounted to over $563 million in 2008, according to Kuwait’s Ministry of Electricity and Water.
