"The unions are engaging in new tactics, some of which, let's just say, are a little bit more creative and perhaps may cross some legal lines. And as a result, we're seeing novel legal approaches pursued in the courts," said Millman. "Employers -- they're taking very aggressive tactics with respect to fighting these kinds of things ...
