The definition of what constitutes sexual harassment has changed over the years. No longer does it involve groping and inappropriate touching, but more so an email or a tasteless joke. Although the number of sexual harassment claims are on the decline, they still remain higher than in 1991 shortly after the congressional hearings. In California, this has initiated legislative action. Los Angeles Shareholder Diane Kimberlin explains some of the reasons why sexual harassment is still such a persistant problem.
