Richard Luna has nearly 20 years of benefits experience. 

Prior to joining Littler, Rich was senior counsel at a boutique benefits and labor firm, where he advised single and multiemployer pension and welfare benefit plans in the entertainment, hotel/restaurant, transportation, public service, and other industries on a range of health insurance, pension, tax, contribution audit, withdrawal liability, QDRO review, governance, and other plan administration and compliance issues under ERISA (including Part 7), the Internal Revenue Code, and related federal law.

Previously, Rich was with the Employee Benefits Security Administration at the U.S. Department of Labor (DOL). While at the DOL, Rich oversaw a team that investigated complex financial issues, including plan investments, fees, ESOPs, prohibited transactions, MEWAs and health plans. He also negotiated and secured monetary corrections and administrative changes with fiduciaries, and reviewed completed investigations to evaluate the adequacy of evidence to support ERISA violations, need for further investigation, or referral to the National Office, administrative closing, or Solicitor of Labor. He also spent several years at the Pension Benefit Guaranty Corporation.
