Prior to the end of the 2019 legislative session on June 5, 2019, the Connecticut General Assembly passed several significant bills that will affect employers of all sizes in Connecticut. Leading the charge is P.A. 19-25, which creates a comprehensive system of paid family and medical leave, with benefits starting on January 1, 2022. The legislation will require nearly all employers in Connecticut to provide up to 12 weeks of paid leave to covered employees in any 12-month period and up to 14 weeks total for employees with pregnancy complications.

This webinar will provide a brief history of the legislative efforts to implement a paid family and medical leave program in Connecticut. We will also review Senate Bill No. 1 and discuss implementation and compliance concerns, including:

  • Employee eligibility requirements, compensation, and mandatory deductions from employee pay
  • Which employers would be covered
  • Notice, documentation, and record-keeping requirements
  • Enforcement and penalties for non-compliance

We will also review other relevant legislative developments, including new and expansive sexual harassment training obligations, additional investigative and remedial authority granted to the Connecticut Commission on Human Rights and Opportunities, annual increases in the statutory minimum wage, and non-compete restrictions that are applicable to home care workers.
