Tom Dowdalls represents employers in California and nationally in:

- National Labor Relations Act matters
- Meyers-Milias-Brown Act matters
- California public employment laws and regulations
Tom regularly handles matters before all state and federal courts in Northern California, the National Labor Relations Board (NLRB), the California Public Employment Relations Board (PERB), the Equal Employment Opportunity Commission (EEOC), and the Department of Fair Employment and Housing (DFEH).
In addition to handling disputes in court and before administrative agencies, Tom provides compliance counseling and preventive counseling on labor and employment law issues to employers in a variety of industries, including:

- Acute care hospitals
