James T. Winkler advises and represents clients in the public and private sectors, in various areas of employment and labor law, including litigation involving:

- The National Labor Relations Act
- Title VII
- The Nevada Employee Management Relations Board
- The Nevada Prevailing Wage Act
He practices in federal and state courts and before the National Labor Relations Board, the Equal Employment Opportunity Commission, the Department of Labor, the Nevada Labor Commission, the Nevada Equal Rights Commission and other regulatory agencies, as well as in grievance and arbitration proceedings.
Jim has been involved in hundreds of picket line cases and has extensive experience bargaining with unions and preparing employers for strike and picket line activity. He also handles arbitration, mediation and prevailing wage issues.
A successful litigator, Jim served as lead counsel in a construction industry labor case before the United States Supreme Court. He also litigated a landmark "salting" case before the National Labor Relations Board and also got the National Labor Relations Board to strengthen its remedies against union picket line misconduct.
Jim is the highest-ranking member of the NLRB to practice in Nevada. As former deputy regional attorney, he was in charge of all injunction cases with the Board in the Los Angeles and Las Vegas areas.
In law school, Jim was a member of the Law Review.
