Anyone who has performed work on public works projects in California knows that California's Prevailing Wage Law (PWL) is complicated and presents daunting compliance requirements. The complex, unclear and often clashing prevailing wage obligations imposed on public works contracts present serious challengers to any contractor. These obligations, along with ever-changing legislation and fluctuating administrative interpretation and enforcement, mean even minor errors can turn a potentially profitable project into a disaster.

California's legislature was busy drafting a wave of new prevailing wage legislation over the past year, with at least five new pieces of legislation which might directly affect your business. And there is always more legislation in the pipeline, with the legislature regularly drafting and presenting the Governor with new PWL-related bills.

Our presenters will discuss the past year's legislative and administrative developments, while providing practical assistance for complying with California's PWL. The topics will include:

  • New legislation amending the PWL
  • The evolving Charter City exemption
  • The expanded use of Project Labor Agreements
  • Apprenticeship violations and the DLSE's enforcement position
  • SB 54 update concerning refinery operations
  • Intersection of California's PWL and federal Davis Bacon prevailing wage compliance, including federal contractor compliance monitoring
  • Project and Contractor Registration and Electronic Submission of Certified Payroll Record

Our goal is for you to leave this 2-hour session with a greater understanding of the requirements of the California Prevailing Wage Law, when and how it applies, what the requirement are and how to ensure compliance, precautions to avoid problems, and the proactive strategies and tactics to help keep your business out of trouble where the precautions fail.
